Scotland Proposes Early Prisoner Release Amid Rising Incarceration Rates

The Scottish government is considering a bill to reduce minimum terms for prisoners serving short sentences, potentially allowing 260 to 390 inmates to be released early in February 2025. The proposed legislation aims to address overcrowding, which currently exceeds the operational capacity of Scottish prisons. Justice Secretary Angela Constance emphasized that the changes would not affect those convicted of domestic abuse or sexual offenses, and indicated the law is intended to prevent critical overcrowding in jails.
