Enschede’s Ambitious Plan for Litter Fines Denied by Justice Ministry

Enschede’s attempt to implement a €1000 fine for littering has been declined by the Dutch Ministry of Justice and Security. The municipality aimed to transform the city into the ‘Singapore of Europe.’ The ministry emphasized that fines need to be proportional and consistent across municipalities, stating that a €1000 penalty for littering is excessive compared to current regulations. Enschede can, however, raise its current litter fine from €140 to €170 starting in 2025.
