Hurricane Rafael, now categorized as a hurricane by the U.S. National Hurricane Center (NHC), is expected to strike western Cuba tomorrow, exacerbating the region’s struggles following the recent impact of Hurricane Oscar, which resulted in eight fatalities and ongoing widespread power outages. As of the latest reports, Rafael was located 495 kilometers south-southeast of Havana, with wind gusts reaching up to 120 kilometers per hour.
