The forthcoming rules include speed limits of 25 km/h, bans on using headphones and mobile phones, and requirements to prioritize pedestrians. Complaints from pedestrians have grown regarding scooter users who ride without helmets and engage in risky activities. Additionally, many abandoned electric scooters remain submerged in the Thermaic Gulf.
