Paris Court Rules State Not Responsible for November 2015 Terror Attacks
A Paris administrative court ruled on December 10 that the French state is not liable for the November 2015 terrorist attacks that resulted in 130 deaths and over 350 injuries. The court determined that the inability to prevent the attacks did not constitute a serious fault on the state’s part, reiterating similar rulings made in 2018. The ruling stated that the scale of the tragedy and the ability of terrorists to cross borders undetected do not reveal any serious fault from the government regarding counter-terrorism resource allocation.
