Reform Needed for France’s Pass Culture, Says Court of Auditors

A report from the Cour des comptes indicates that while the Pass Culture is popular among French youth aged 15-18, it fails to reach those from less affluent backgrounds. The program, designed to promote cultural activities with a budget of 300 euros per young person, shows limited diversity in cultural practices and has seen skyrocketing costs, rising from 93 million euros in 2021 to an estimated 244 million euros in 2024. Reforms, including more targeted funding and a shift in governance, are recommended to better serve economically disadvantaged youth.
