Reference levels for language and mathematics indicate the minimum standards students must achieve by the end of their schooling. The foundational level (F-level) represents the basic skills needed, while the target level (S-level) applies to those who can advance further. Current assessments in primary schools provide clarity on whether students meet these levels, but secondary education has lacked structured evaluations. A new survey aims to change this in lower secondary education.
